Section 18
<br> projecting income and expenditure
The provincial and local levels should submit the following details with projected income and expenditure data for the next financial year to the Ministry by the end of January of each year:-
(a) Estimate of Expenditure,
(b) Estimated revenue likely to be collected from its sources,
(c) the estimated amount likely to be derived from revenue sharing,
(d) the estimated amount likely to be received from the grant,
(e) Estimated amount required to cover budget deficit and its source.
(2) The Government of Nepal, in consultation with the Commission, shall provide to the provinces and local levels, by the end of February of the current financial year, the details of the estimated resources to be provided by the Government of Nepal to the provinces and local levels in the next financial year for revenue distribution as per section 6 and financial equalization grants as per section 8.
(3) The State Government shall consult with the Commission and provide the estimated details of the financial subsidy to be provided to the local level in accordance with sub-section (5) of Article 60 of the Constitution within the end of the fourth quarter of the current financial year.
